HMBP Site Map Requirements: What Your Facility Map Must Show

The site map is one of the most common reasons a Hazardous Materials Business Plan (HMBP) fails inspection. Statewide CUPA enforcement data ranks “failed to submit a site map with all required content” as the #3 most-cited HMBP violation. It’s also the section inspectors and first responders look at first, because the map is what tells them where the hazards are when something goes wrong.

Why the Site Map Matters

A site map is not a decoration on the front of the binder. It’s a life-safety document. When a fire crew rolls up to a chemical release, they don’t have time to walk your facility figuring out where the flammables are stored or which valve shuts off the gas. They pull the HMBP, look at the map, and act.

California Health and Safety Code Section 25505(a)(2) requires every HMBP to include a facility site map. Section 25508(a)(1) and (a)(3) require it to be submitted and kept current through CERS, the state’s online environmental reporting portal. Your local CUPA (may be a county environmental health department, fire department, or another local agency depending on jurisdiction) reviews the map during inspections and cites the facility when required elements are missing or out of date.

What the Site Map Must Show

Below is the minimum content checklist drawn directly from HSC 25505(a)(2) and the official HMBP inspection guidance used by CUPAs statewide. Every element on this list should be clearly labeled on the map.

Hazardous material storage and handling areasThe core of the map. Shows where reportable chemicals live and where they’re used.
Storm and sewer drainsA release that reaches a drain becomes a much bigger problem, which is why responders need every drain mapped.
Emergency shutoffs (gas, electric, water)First responders must isolate utilities fast. The map shows where.
Emergency response equipmentFire extinguishers, spill kits, eyewash stations, first aid kits, emergency showers.
Evacuation staging or assembly areaWhere employees gather after evacuation. Inspectors verify this is outside the hazard zone.

A few additional items show up frequently and should be on the map when they apply: aboveground and underground storage tanks, compressed gas cylinders, hazardous waste accumulation areas, fire suppression system control valves, fire hydrants on the property, and any confined spaces.

Where Site Maps Typically Fall Short

When we walk a facility, the most common site-map issues we find are not about drafting skill. They’re about the map being out of date or built without the regulatory checklist in front of the person drawing it.

The map doesn’t match the actual facility layout. Storage areas have moved. A new tank was added. The waste accumulation drum is now in a different corner. The map still shows the configuration from three years ago. Inspectors verify the map on site and cite mismatches.

Hazardous material locations are vague. The chemical inventory in CERS lists specific rooms or grid coordinates, but the map shows “Production Area” with no further detail. The locations on the inventory must match the locations on the map. If a chemical is listed at “Parts Room, northwest corner,” the parts room and its northwest corner need to be visible and labeled.

Emergency shutoffs are missing or unlabeled. Gas shutoff, electrical disconnect, and water shutoff valves are required and frequently omitted. Even when shown, they’re often unlabeled with symbols that aren’t explained in a legend.

No legend or scale. A symbol-heavy map without a legend is unreadable in an emergency. A diagram without scale leaves responders guessing distances.

Storm and sewer drains aren’t shown. This is the omission that creates the biggest downstream problem. A small spill at a storm drain triggers Regional Water Quality Control Board notifications, additional cleanup, and reportable release filings. Mapping every drain in and around hazmat storage areas prevents this from being a surprise during a release.

When the Map Needs to Be Updated

The HMBP, including the site map, must be updated within 30 days of any of the following under HSC 25508.1: a 100% or more increase in the quantity of a previously disclosed material, handling of a new hazardous material, a change in the business address, ownership, or name, or a substantial change in operations that affects the plan. In practice, anything that changes where chemicals are stored, where waste accumulates, or how the building is laid out is a trigger to update the map.

Beyond the 30-day rule, every facility should re-walk the map at least annually as part of the CERS certification cycle. If you’ve reorganized a warehouse, added equipment, moved a flammable storage cabinet, or repurposed a room, the map is now wrong.

How CDMS Prepares Site Maps

The site visit is where the map gets built. Our consultants come to your facility, walk every storage area, locate every drain and shutoff, measure room layouts where needed, and verify chemical locations against the CERS inventory item by item. We don’t draft from memory or from a building permit drawing that may be a decade old. We draft from what’s actually on site the day of the visit.

The map we deliver labels each required element using the HSC 25505(a)(2) checklist as the floor, then adds whatever your specific CUPA or local fire code requires on top of that. For facilities with multiple buildings or large campuses, we produce a master site plan plus area drawings showing individual storage zones at usable detail. Inventory locations on the map and inventory locations in CERS line up, because they’re built from the same site visit.

If your existing map is usable, we update it. If it isn’t, we recreate it. Either way, the final version is what gets uploaded to CERS and kept on file at the facility.
