Manufacturing is where lockout/tagout gets complicated. A small office or warehouse might have a handful of machines that need energy control. A manufacturing floor has dozens, sometimes hundreds: presses, CNC machines, conveyors, plating tanks, spray booths, ovens, compressors, all running on different energy sources, all serviced by different people across different shifts.
That scale is what makes manufacturing LOTO programs harder to build and harder to keep current. More equipment means more procedures. More energy types means more isolation points to document. More employees means more people who need training and more chances for a step to get skipped.

Why Manufacturing Raises the Stakes
Three things drive the added complexity in a manufacturing setting.
Equipment volume. When we walk a manufacturing facility, the machine count almost never matches what the client estimated. One California millwork operation told us they had “probably 500” machines. The actual number that needed unique procedures was 61. A pharmaceutical client estimated “a little over a hundred” and we found 226 pieces of equipment, of which 126 needed their own procedures after grouping identical units. The first thing we do is build an accurate equipment list, because everything else depends on it.
Multi-energy equipment. Office and warehouse equipment is often electrical only. Manufacturing equipment frequently runs on two or more energy sources at once. An autoclave combines steam and electrical. An HVAC unit combines electrical and pneumatic. A press combines hydraulic and electrical, sometimes with a gravity hazard from a suspended ram. Each source has to be identified, isolated, and verified in the correct sequence. Turn off the electricity before you release the air, and you can’t confirm the air is actually discharged.
Workforce size and shift coverage. A manufacturing floor often runs multiple shifts. When a machine is locked out at the end of one shift and servicing continues into the next, the locks have to transfer without the equipment ever becoming energized. Cal/OSHA Section 3314 requires written procedures for shift changes and for group lockout situations where several workers service the same equipment. These are the procedures generic, single-page templates tend to skip.

A single machine often spans several columns. That is the part generic programs miss: they treat a press as “electrical” and stop there, leaving the stored hydraulic pressure and the gravity hazard undocumented. How California Rules Apply on the Floor
Manufacturing equipment in California falls under Cal/OSHA Title 8, Section 3314, the Control of Hazardous Energy standard. Federal OSHA’s version (29 CFR 1910.147) is the baseline, but California adds requirements that catch federal-only programs short. Section 3314 explicitly includes unjamming in scope, which matters on production lines where jam-clearing is routine. It prohibits tagout alone on equipment that can be locked out. And it requires LOTO training documentation to align with your Injury and Illness Prevention Program recordkeeping under §3203.

The Equipment Survey Is the Foundation
In a manufacturing setting, the equipment survey is where the whole program succeeds or fails. We walk the floor with someone who knows the machines, usually a maintenance lead or operations manager. For each machine we identify every energy source, locate the disconnecting means, photograph the shutoff controls and lockout points, and document the shutdown sequence.
A knowledgeable escort changes everything here. With someone who knows where every disconnect and valve is, we move through roughly twice as many machines per day. Without that, the survey slows down and the documentation suffers. The most common gap we find is not a missing program. It’s machine-specific procedures that exist on paper but are too vague for a new employee to actually follow. LOTO Rarely Travels Alone in Manufacturing
When a manufacturing facility needs a LOTO program, it usually needs more than that. LOTO is one program under the umbrella of your Injury and Illness Prevention Plan, and §3314(l)(4) requires LOTO training documentation to align with IIPP recordkeeping under §3203. We routinely see LOTO bundled with hearing conservation on metal and machining floors, where noise exposure runs alongside the energy hazards, and with confined space programs where workers enter tanks, pits, or large equipment. Building these together, against one accurate equipment and hazard survey, is more efficient than treating each as a separate project months apart.
